Japanese-made camera in perfect condition.
From what I can gather on the web, this seems to be for the Windows 98 days. There do appear to be 3rd party drivers out there for later Windows versions, so your mileage may vary.
Yellow ring you see in the 2nd picture is the waxed-paper covering the adhesive ring of the tilt/turning mount.
Will throw in a compatible USB cable if you need one.
